You must not be running output=ttf otherwise you'll get a garbled mess, set output=direct3d (or Opengl/Surface if on non Windows platforms), or you can use the following command inside DosBox-x to switch over config -set "output=direct3d", most handy for. Some copies of OUTRUN.EXE misbehave and need a loadfix -a to run correctly. It appears that graphically speaking it runs a treat. NOTE THAT MOST OF MY GAMES COME FROM DISK IMAGES, AND NOT HARD DRIVE RIPS, AS HARD DRIVE RIPS OFTEN OMIT TANDY MODE. I did not touch any memory settings when testing these games. Note that the only settings I changed on Dosbox-X is the machine to tandy and enabling Disney sound and adding it to the LPT.
